Agency Benefits:

ACES digital certificates enable agencies to fully use the Internet to improve service delivery
and reduce overall costs. With ACES certificates, government agencies can provide more
personalized services online, accept signed document filings online, and make working with the
Federal Government faster and more convenient, in response to customer needs.
A digital certificate-backed electronic communication system can reduce cycle time and transaction
costs, and improve customer satisfaction as a result of new services and quicker response.
Additionally, using certificates takes overall security to a new level through features made
possible by a public key infrastructure: authentication, message integrity, non-repudiation and
accountability.

Much of the impetus behind ACES flows from the Government Paperwork Elimination Act (GPEA), which
mandates that agencies shift paper processes to the Internet by 2003, and the Access America
initiative championed by Vice President Al Gore. The primary goal of Access America is to
leverage information technology to deliver comprehensive government services to Americans and
to dramatically increase government productivity. In line with this goal and the GPEA mandate,
ACES will support the public's access to government services via the Internet.
ACES is intended to enable individuals and businesses to efficiently conduct business with the
government electronically via the use of digital signature technology. Government agencies,
individuals, and individuals acting on behalf of businesses may receive digital certificates
that positively identify them online. ACES certificates will enable agencies to authenticate
users prior to granting access to confidential, personalized information. ACES certificates can
also enable the public to sign forms electronically that previously had to be mailed to an agency.
The ACES schedule provides a full range of digital certificate solutions and integration,
including customized services. The IdenTrust Team, led by IdenTrust, offers the resources
of industry-leading integrators, solution providers and technology developers, and is highly
skilled in all aspects of public key infrastructure solutions and integration.

Warning, to protect the identity of ACES certificate holders, only the
certificate holder should be using the digital certificate. Allowing
others to use your certificate through sharing your password, passphrase
or private key weakens the security of the system and presents a
security danger to the certificate holder. Those certificate holders
found to have shared this confidential information will be notified
that their certificates can be revoked.
